I upgraded my old PC from Win7 to Win 10 and now my compiler won't run!

I uninstalled and re-installed the compiler .. full reboot etc .. but that didn't fix it.

Addendum:

Running LabVIEW Community 2020 and arduino IDE 1.8.19
